Goblins are great in both Modern and Legacy, and with Dominaria United they gained an excellent new card, Rundvelt Hordemaster. Unlike Merfolk, Goblin lords always cost three mana, and having a two-mana one is a game changer.
Cards like Mogg War Marshal immediately become more threatening and Goblin Lackey can now trump a turn one Elvish Reclaimer or Delver of Secrets!
Rundvelt Hordemaster isn’t just a lord, it’s also a way for your creatures to be resilient to removal spells, since thanks to its ability, you can trade more aggressively and keep casting creatures. You’re able to cast a Goblin you exile until the end of your next turn, meaning if your opponent plays a Lightning Bolt on a Goblin of yours on their turn, you can reveal a Goblin and cast it on your turn!
You can also use cards like Skirk Prospector, Sling-Gang Lieutenant or Goblin Trashmaster to sacrifice your own Goblins and get to play creatures from the top. Alternatively, you can exploit Mogg War Marshal even further thanks to its echo ability “drawing” an extra card.
I expect Rundvelt Hordemaster to see play in Legacy Goblins and this would be my initial deck list with it.
